Most overrated character in Dragon Ball?

Hmm, that's tough to answer. If we count movies, the Broly for sure haha. If we do not, I think Cell. Between the 3 villains, I feel he was the one with the less going to him as he had a personality crafted by who made him in their Cells, but beyond being the perfect being, I didn't find many nuances. With Freeza, I could feel that looming threat way more clearly. His story tied very well as a follow up to Saiyans saga too, and the hype and all.
Basically most Z Movie Characters like most of them are copies of toryiama Characters!
If not like the one above me Cell yeah everyone seems to think cell is one of the greatest Db Villains when hes honestly one of the most boring ones!

Jiren? Honestly I dunno how fans like him, since I see a lot of threads with him, but he's just a hugely strong character with not much else.
Broly in the new movie got some additional layers that made him more than just someone with a hatred for Kakarrot for no reason, though still, the Broly from the original movie had that unsettling aura, that he even crushed the spaceship Paragus was trying to use to escape, so I can see the appeal he'd have even though personality wise he wasn't built up... But just that badass character who had that unsettling aura from the beginning and having to be kept under control, while running amok later on is already way better than Jiren, I'd say.
Tenshinhan, I wouldn't say he's overrated at all, but he had the potential to be much more than he was. He was introduced with such a nice rivalry with Goku, with a lot of potential to master the KMHMH upon seeing it once only, but then got underused for all the other sagas basically and didn't accomplish anything worthwhile besides stalling Semi Cell and Bootenks for a while. The way he fought in the Saiyans saga with his last Kikoho as a way to reunite with Chaozu and try to take Nappa down, but muttering "I've ... Failed..." was pretty cool in a way that showed his determination, his love for Chaozu and his struggle hardship in seeing him failing. He didn't seem eager to accept Vegeta in the Trunks' saga as he said Vegeta was the one who killed them, while Yamcha seemed more ok with Vegeta (who'd then have a child with his then girlfriend lol) but outside of that, I feel he could be way more used for the potential he had...
... But at the same time, I think it was fulfilling in a way, like he was true to his word and his life in loneliness along Chaozu, dedicating to martial arts and only reuniting when the situation asked for that. After the Cell arc, he said he'd never see them again (as after Cell, he saw no reason to assemble anymore) and as far as the original manga goes he never gathered with the Z warriors except quickly when helping stalling vs Bootenks. Outside of it, original manga only, he never intended to see Yamcha again, who, he has spent a long time in Kaio's planet with and with whom he had a former, short term, rivalry... So he was very detached socially and focused on the way of the warrior and the lone man, farming. Super was a disservice for having him partying among them all, barbecuing like buddies... It seems they didn't get his character at all.
