would an imperfect cell made with DNA from the characters as of the end of DBS be able to beat canon accurate perfect cell, and follow up question, if the characters were scaled up in power to make the fight with this DBS cell go the same way as it did in canon, and progressed in power identically proportionately, would gogeta/vegito be able to beat whis at the end of DBS?

I don't know how the DNA would work in this case but in general, he would be the same but the only difference would be that in his imperfect stage he would be as strong as his perfect stage because he would have already had the DNA of 17 and 18.

thats on me for not realising what you were asking, but i meant the characters imperfect cell has absorbed, and then he becomes proportionately stronger like he did in canon when he absorbs the androids. with that said, you have answered the main question, since if the dna didn't change then it would go identically, so thanks!
