Hard pick between the Frieza Saga and the Cell Saga.
I will have to go with Frieza, just because that saga introduced so many new things into the series whereas the Cell saga was kind of mirroring and expanding on what the Frieza saga brought to the table i.e. Super Saiyan Transformation...
That's a good point. In Super during the filler episodes a lot of the characters have a "Chibi" anime look which is cool but doesn't work well with serious characters lke Vegeta, Piccolo, etc.
I really dislike Babidi. He was a super annoying villain to me. His voice, lack of power and design was lackluster to me. I've never been a huge fan of magic based villains though.
