Cell expressed wanting to destroy everything and then destroy the planet. But then what?

Every other foe or villain that was part of the franchise have had motives for doing what they were doing and what the plan would basically be after that point.

What happened if Cell had killed everyone and destroyed the Earth? Then what? Would he just continue to absorb people on other planets and then destroy them?

Thinking back, he would appear to be somewhat of a God of Destruction.
 
Cell should have been obsessed with killing Goku, especially since he was more loyal to Gero than any of the Androids.
 
Cell's motive was to prove he was the most powerful. His very existence was to achieve perfection and be able to take out any other fighter.
I just though it was to destroy the planet. I must have overlooked something.

Funny enough, I think his strength and weakness both stemmed from Goku.
