I really like Baby. Although I prefer Freeza and Piccolo Daimao, his ambitions are rather complex compared to other villains in the franchise.
 
Baby had the most going for him development wise. Syn Shenron's battle could have really been awesome at the end had it lasted more episodes than it did. I think it would have helped to have him stand out more as a prominent villain of sorts as well.

I tend to agree with this logic here. Nothing terribly interesting introduced in GT, and not enough time to really flesh out any of the villains except Baby. So I tend to subscribe to "it was just meh" argument with GT. Decent moments, so much wasted potential.

Indeed. They could have done a lot with it. It felt so rushed. I mean, I never liked drawing out a transformation for 30 episodes, but when they have good story content I want them to take their time.
 
Baby was absolutely one of the best things about GT and Dragon Ball in general. He had great motivation for a villain and was unique in how he went about his evil ways.
