I am not very familiar with with the businesses in Japan but I do know with Toriyama's passing, Shueisha gained substantial rights over the IP and the management of it. Akio Iyoku worked for Shueisha and was a man that Toriyama trusted with his life's work but he stepped away from the company sometime last year. Since then, legal battles of who owns what have been happening.
Apparently, Shueisha fully intends on monetizing the Dragon Ball IP into the dirt and trying to make as much money off it as possible similar to what happened to Marvel after Stan Lee passed. This ended up ruining Marvel and will most certainly cause massive damage to the DB IP.
Iyoku also started up Capsule Corporation, Tokyo which is said to have full control over the video games and certain areas of the IP. It seems things are going to get messy moving forward.
This legal battle is also the reason we have not seen the Dragon Ball Super anime move forward with the stories from the manga.
