I don't know what extent they would go to in order to actually introduce some of the concepts but I have a feeling at the very least, we will see Super Saiyan 4. I just hope they rebrand it in Super as I said - Call it Saiyan Primal or something similar instead of putting a number on it. This way the power level is set apart.
I did think it was weird how the age differences in appearance were wrong with Pan and Bula. I feel like they confused the time periods in which both were born.

I agree that SSJ4 needs to come back in some form and make it matter in the current power scaling. I don't care what it's called as long as it looks like that.
You can tell DBGT suffered from Toei not doing it's homework properly on the concepts that Toriyama laid out in the original manga. Time and calendars are only mentioned when they matter or need to put things into context, so I believe you're right that they lost track and didn't count from when these characters were supposed to be born to what year it actually was when they laid out the designs. There was a disconnect between the writers and the art staff at the very least.
