Why haven't Goten and Trunks aged at all? They're supposed to be 11 and 12 years old respectively by the time Super starts and should be around 13 and 14 years old respectively where Super left off, yet they look the same since the Buu saga. What gives?

That is bizarre. Even Gohan changed a bit before the Cell Saga when he was around 11-12 I think, yet those two have always looked the same.
 
I heard they wanted to keep them younger in an effort to have someone younger to appeal to a younger audience. I don't understand that if true though because most kids under the age of 12 love Goku or Vegeta.
