We learned that only noble beings keep their bodies and everyone else becomes a spirit of sorts. Bad guys included, though they tend to be "recycled" I would imagine since noble beings get to keep their bodies, very evil beings do as well but purely for torture purposes.
While we didn't see most villains after they have been destroyed (filler doesn't count), we did get a taste of what hell was for Frieza.
Ironically enough, hell for him was quite heavenly which would make sense given how Frieza is. Something I noticed was that this "hell" is underwater (literally beneath it) and there is actually biblical text as well as other religious text that says (or implies) hell is deep in the ocean. You can read up more on that if you'd like, it is quite interesting. Anyways, we got a taste of hell but just as Goku says, it is not the kind of place he had pictured. The singing and celebration of the creatures who are filled with joy and love I think are what really put him in his place there.
