I don't wanna get off topic but Vegeta is way more friendly but he's still like a enemy to Goku because he wants to be stronger than Goku. Vegeta is one of the more interesting characters in dragon ball.Vegeta. He starts off as a careless and heartless monster but by the end of DBZ, he is a hero and a caring father. The growth and character development he had gone through in the series overall makes him one of my favorite characters.
If we have to stick to only villains that never turn away from that, it would probably be Cell. He was funny and entertaining but also pushed everyone beyond their limits.

Soon as he was introduced, I loved the character. The way they built him up from there to eventually become a hero was brilliant too. I think he has had the most character development of the entire franchise.Has to be Saiyan Saga Vegeta for me. I think that his showcase of evil seems so much more malevolent and vicious than all the terror that Freiza caused on Namek- There's just something about the way he starts to let his colors bleed through when Nappa gets crippled, and then the whole fight with Goku? The leg breaking, him beating up on everybody there, and refusing to stop until he can barely crawl anymore. I do enjoy when a fight drags all the way into a bitter end for both sides.
I think the thing that really seals the deal for me was his killing of Nappa, tossing his comrade up killing him effortlessly as everything starts to rumble around him... And then he licks his lips as one of the few left amongst his race explodes like a hot dog in a microwave.

Yeah, but that's banal. Cell needed to be perfect and prove he was perfect. And what made him the ultimate warrior (genes from the most powerful fighters in the universe) was also what caused him to be flawed (Saiyan pride, Frieza's ruthlessness). Frieza was just a spoiled brat.Freeza had more interesting motives than Cell. Becoming immortal and buying and selling planets as the strongest known being in the universe versus becoming the strongest being that ever existed and fighting the Z Fighters over the fate of the planet.
See, I'll at least give Piccolo that he just wanted to rule the world and be a giant a-hole with it (releasing prisoners, deciding who lives and dies by lottery, etc.). It was more interesting than Frieza's "I'll just keep doing what I'm doing".Piccolo Daimao also has better motives. He was essentially the Joseph Stalin of DBZ.
