I think it's cuz he is an arrogant prev who made him mad an you technically can kill a kai for that so he sealed him as punishment. I mean west kai is still alive an his worst then him so yeah some want to you know end some of them but there are rules just cuz he made you mad you can't kill a attendant there close to the same level as mr. popo or tad bit above I know there not whiz level however they can revive the dead an they can do it without a timeline thing like whiz does an there isn't a very many limitations there is a few it's not strict rules just no universe earsed people an they have to revive only on there universe if I'm am not mistaken.
