We had a few different enemies in dbs, but which one was truly the best in terms of character, powers, and personality? Personally, I have to say my favourite is zamasu. I loved his character, ideals, and powers. He was very cool.

Zamasu hands down. He is possibly my favorite villain in the entire franchise. He was different from the others where he just saw life in general with all mortals as useless waste. His mission wasn't so much about power, but destruction.
So far, Zamasu and Moro.
If I can count the Battle of Gods movie in lieu of the Battle of Gods arc for Super, than Beerus is still my favourite enemy. Not that the movie version of Beerus is that different from the Super arc version, it's just I spent most of that arc wishing I was just watching the movie instead, so Beerus didn't really hold the impact as the big bad.
Discounting Beerus, I'd go with Zamasu. The anime especially did a good job showcasing his developing ideology, and how his whole story with Black was built as this mystery angle was really refreshing to see and helped make Zamasu stand out even more. Wish the manga went that route, because when the action starts the anime version of that story arc gets stupid but Zamasu remained a compelling villain all throughout. His defeat being so vastly different from every other enemy also makes him stand out a lot.
I like Moro a lot too, but mostly for his powerset and the dramatic tension he brought into the series. Personality-wise, Moro is as dry as drywall. I want to stress that's not a problem in the story itself, it actually works really well for the arc, but I prefer villains with more to their actual character.

Moro was a very cool villain, and more like a typical dbz villain than a super, but his development was pretty basic. He had an interesting backstory, granted, but in terms of development, he was pretty much the same. Zamasu was very cool cus there was the whole mystery of black, plus his goals were more developed than "more power, world domination".
This is why the universe needs Super Kami Guru.
