Tenshinhan had some cool entries and all, but mostly with special attacks under special off guard circumstances... It seems that Elder Namekian bringing out Kuririn's potential changed the status quo and made him a power Tenshinhan couldn't close the gap.

Toriyama also stated in an interview that Kuririn was the strongest Earthling --- rather, the one interviewing affirmed Kuririn is the strongest Earthling and AT said yeah, he's is the strongest Earthling, but it's the same haha ---. I was going more from a only manga perspective but I think among many ppl the AT's assertion is the nail in the coffin. Still tho, I think Kuririn is stronger even going by the mang solely, but there could be valid points raised like Yamcha being unaware of his strong Ten was in the Boo saga, hence it being valid for the Cell arc only as Yamcha had aware then over their power, though as for Boo saga, its a little unclear...I suppose you've got a point. I guess that's the best Toriyama gave us.
Krillin is my favourite Earthling fighter, so I'm not going to argue too hard against it. I just think Tien is pretty close (and definitely ahead at various points).
