kale beat Gfrieza up he couldnt do anything, and then Toppo's men were fighting kale and figured out a way to beat her, well some stuff later kale and caulifa fused and became kefla and Toppo's men couldnt do anything well goku was gonna go fight her but instead Gohan did and they fought and both were basicly the same power level and knocked each other off its all in manga# 8
and yes Toppo's men were working together so.. .
Few things. First, Frieza wasn't taking Kale seriously. Berserker Kale charged at Frieza when he was in the middle of mocking her transformation and didn't really get a chance to fight back after Kale stopped pounding on him since Goku jumped in the way. You could argue Frieza was lying when he said he wasn't taking them seriously to Goku, but it seems in character to me that Frieza really wasn't. Secondly, I'm not sure how much you use the Pride Troopers to gauge the different between Kale & Kefla, part of the reason they were able to deal with Kale was because she was a berserker who was just attacking in anger, easier to deal with then Kefla who had the ability to think and naturally combat prowess. Not that Kefla isn't obviously stronger, just throwing it out there.
Gohan can be stronger than Frieza if needs too but Frieza is stronger most of the time. Gohan's power seems to dwindle a lot with inactivity, he was stated to be weaker he was weaker when he fought Dabura than he was against Cell, and in Resurrection of 'F', Frieza beat him in his first form I think (been awhile since I saw the movie and the anime has me messed up). When he fought Kefla, Goku was surprised by how good Gohan was doing and it was noted by Krillin that he could be possibly surpass Goku if he devoted himself to training considering how quickly Gohan managed to power up in preparation for the tournament. Frieza doesn't have that issue, it was out-right stated that he never really trained and obviously his power wasn't decreasing during his rule like Gohan does, and now that Frieza actually put the effort in, I doubt his power's going to drop.
With that considered, I think Frieza wins unless Gohan knows in advance he has some life or death battle against Frieza coming up, having time to build up his power again.
