Dragon Ball GT Why didn't Pan ever achieve Super Saiyan?

At the end of GT, it is clear she never achieved this. I am wondering why considering how strong they showed Goten and Trunks to be. I know you can't really line up or compare stories to Super but it showed he asa n infant doing amazing things. What is the deal with this?
 
But this isn't an issue in Japan. They have no issue making females strong.
I don't disagree with that, considering the vast amounts of super strong female anime characters out there, but it's the only thing I can think of short of a character flaw they never highlighted...

Well, Japan is very conservative and it's kind of weird because while they have no issue showing powerful female characters, on the same token they're still really into traditional roles of men being the working backbone and women running the household. It's a contradiction I can't really explain well because it's outside even our own cultural norms, but I've witnessed it myself. Women are fairly strong willed in Japan with their spouses especially behind closed doors. I guess maybe it's all about saving face? I dunno.

Bulma is considered the smartest woman in the world though. Heck, even the smartest period. That is why I don't see it as being a reason. Maybe it was just down to lazy writing.
 
I wouldn't be surprised if he forgot to create her Super Saiyan transformation OR just didn't know what a female Super Saiyan looked like until Toei made it for him in Super.
Definitely a possibility, for sure. Granted, they had Future Trunks in DBZ...pretty much the archetype for what a female super saiyan could've looked like with the long hair and all...just drop that down to a...10? year-old, lose a lot of the muscles and boom, Super Pan.
 
Goten, Trunks, and Bra didn't have tails like Gohan did, and all four were half Saiyans. Pan being a fourth Saiyan didn't inherit a tail or the Super Saiyan transformation.
Goku Jr. who is 7 generations down the line from Goku was able to transform into a Super Saiyan. So I don't think it has anything to do with her Saiyan blood being too diluted.

Is this documented or a theory? It does make sense, but it seems like an odd thing to phase out, and how does that explain Goku Jr. and Vegeta Jr.?
