Dragon Ball Z 5 Top Dragon Ball Z Villains

Majin/Kid/Super Buu at I would leave it be, Janemba I would take out and replace them with Cell, Frieza is fine, I will have Goku Black at 2, and Number 1 would be Beerus if you consider him a villain. Honorable mentions would be Cooler, Janemba, Broly, Vegeta, and Jiren if you consider him a villain. My thinking was more about the end goal or each whether than their power level and such.
I thought about adding Vegeta but he is too much of a good guy now for me to do it. lol As for Goku Black and Beerus, they are in Super not DBZ... Then again the movie Beerus was in might classify as DBZ, not sure.
The list order is fine, but I would place Janemba higher at #3 and swap out Frieza for Perfect Cell. Old school Broly would be removed and the #1 for me would Frieza. The new # 2 on the list would be Vegeta because at the time of his introduction he was quite menacing and had exponential character development as we see today. Also, replace the whole list with the Japanese actors because they're infinitely better. 
Ah, gotcha. I thought the list was Dragon Ball Z as a whole, but since it is the Orignal series than Freiza should be number one
Here is my list.
1. Freeza (all forms)
2. Perfect Cell
3. Super Boo (Gotenks / Gohan Absorbed)
4. Kid Boo / Janemba (tie)
5. Cooler
Unlike Cell or Boo, Freeza doesn't change his personality once he transforms, so there's no reason to exclude all his other forms outside his true form except for charisma.
Super Boo Gohan and Gotenks Absorbed is like Super Boo, but more intelligent, so he's on a separate number because of this.
Kid Boo and Janemba are tied because they are like Super Boo, but they're even more serious as well as dangerous in battle.
Piccolo Daimao and Vegeta would have made it on this list, but Piccolo Junior and Vegeta become protagonists later, so I excluded them.

It's hard for me to consider Broly the best DBZ villain when in his second appearance he's treated as toilet for Trunks.
