Perfect Cell because he had the full mix of personalities and powers. He was also the cockiest and most entertaining. Imperfect Cell almost got taken out by Piccolo. He wasn't a good fighter and his design was lame. Though when he was going around sucking people with his tail, it made him feel like a threat. Semi-Perfect Cell wasn't terrible but wasn't great either.

Perfect Cell is my favorite because of his design and personality. I like those colors.

Imperfect Cell was cool because of the weird horror vibe.

Semi-Perfect Cell is my least favorite because of how stupid he looked and because he was so pathetic. But he was good for some laughs at least.

However it is really Norio Wakamoto's performance that makes the character work and is most memorable.

I read the Manga and in it Imperfect Cell is the best without a Doubt!
Perfect Cell is only Great because of his VOICE!

To be fair, I didn't read the manga but it seems to do characters better in certain ways so I don't entirely doubt this.

Weird how everyone seems to like Perfect cell the most designwise eventho his design is the Basic "Im the Serious Badguy Now Template" His First Form looked like a Bug which was pretty unique!
I do get not liking Semi Tho eventho his design was the Base for Cell Max who looked awesome!
 
Imperfect Cell. I love how he seemed eldritch and like a monster. He gave me Xenomorph vibes in terms of horror, only with more lizard features.
