I've been trying to adopt a dog. I've put in a couple applications but then they never get back to me. Guess those dogs will go homeless and I'll have to buy from a shop, which I didn't want to have to do.
That's awful, I wonder why they're not getting back to you. Adopting is so important for shelters, you'd think they'd be on the phone immediately trying to make it work. Hopefully you hear back on at least one of them, they deserve a decent home!
yeah, I'm not sure what the hold-up is. I'm successful, own my house, have a fenced-in back yard/patio, and a trail behind the house that goes through the whole DC area. Perfect for pets.
On the other hand, did you consider social media? There are many people or groups posting adoption announcements.

Check craigslist in your area as well. A lot of people are forced to move and can't bring their pets or they can no longer care/provide for them.
