Yeah, in the US you would absolutely expect someone to be carrying, but who knows, wrong crowd, wrong time, I guess. Or maybe it was over so quickly he just shot and gave himself up? Lots of variables that are unknown at the moment, sadly.
As a proficient hot dog salesman, I can tell you that legally it's like "WINDOW OPEN! WINDOW CLOSED OPEN AGAIN AND THEN CLOSED!" Very dynamic as you stated. The burden lies upon the government to "SEIZE" you with gov't lead. Never forget that. Graham v. Connor,, read about it, learn it, live it. It is currently that mother freakin' law of the land when it comes to gov't intrrest versus 4th amendment rights. Seriously, know your po poo when it comes to Supreme Court precendent.

I just don't understand the mindset of some shooters who target innocent people instead of those that victimize them.
 
I genuinely think it's in their mind to become as notable as, for instance, the columbine shooters or the aurora shooter. I try not to use their names, because screw them, but yeah, I'm pretty sure that's what gets in some peoples' heads and that's why they do it. Then when they don't end up killing themselves or getting killed by police, they make up a bullshit sob story to gain some sympathy. Doesn't hold sway with me, if you chose to do that, screw you go spend the rest of your life in jail and see how that bullying experience compares to that.
 
I watched a documentary of sorts a while back that said the way the media handles and portrays criminals and the attention they get from everyday people fuels more people to do crimes for attention. Like one example are the copy cat crimes. You hear about those all the time. I feel like these gun shootings heavily play on that. I don't think MSM should ever give names, locations, or even show the people unless they are wanted criminals.

It's absolutely true, I mean look at the coverage it gets in the media whenever a mass shooting happens. It goes national if not global, updates are streamed live on news sites, the news itself and social media, and when the shooter is identified they're thrown on every possible screen rather than just being "the shooter." The notoriety they get is staggering and it makes no sense. Name them later, during the trial when the event has had time to pass by a bit. Naming them in the moment only intensifies the spotlight on that person, and it's no wonder people with a bit of a screw loose see that as a way to gain notoriety.

I saw something else that this is a growing problem with guys identifying as incels and turning violent. I honestly don't know what to think anymore.
 
Yeah, I'm not sure why you'd want to be a part of the incel thing. It's one thing if you're...ya' know...not getting any...but if you're idiotic enough to blame others for it and not work on yourself and work towards finding someone that may eventually help you out in that area...that's on you. Radicalizing because you're a 4 chasing 10s and getting worked up about rejection...stupidity.
