All canon base saiyans in their strongest point in z vs super saiyan namek goku.So say that Zeno decided to organize a tournament with the advice from beerus to challenge goku and the universe 7 and see how powerful they can be without all those power ups,God ki and transformations and he will deem in this way whether they continue to survive or erase them due to being too powerless(how powerful they can be in their very basic form without all those power ups)
So beerus has told Zeno that frieza is one of the most popular and powerful beings in the universe 7 but most importantly he is the being that goku unlocked his super saiyan form,a form that is considered legendary and that goku was the saiyan who unlocked it after thousands of years from the previous one.He emphasizes this very much and Zeno is impressed by what goku managed to achieve so much that he decides that he(namek super saiyan goku)will be the one who he(zeno) will put to challenge the base saiyans with.
Zeno then orders beerus and whis to take one by one all the saiyans together who didn't had god ki and such in their disposal.They start with the main timeline after they just finished their fight with buu and they take all the saiyans there(goku,vegeta,kid trunks,goten and gohan)and bring them to beerus planet,then they proceed to the future trunks timeline they firstly take trunks when he killed cell,then future gohan in his last fight against the androids,then future vegeta before he was killed by the androids,then future goku before he was affected by the heart virus and then take lastly the future trunks of cell timeline before he was killed by cell.After they had gathered them all to beerus planet they bring them all to Zeno(of the main timeline)and explain them that they will have to defeat namek super saiyan goku in order to save their universe.Zero tells to the main timeline saiyans that he will erase their universe if they lose whereas to future trunks timeline saiyans they(both of zenos)reveal them the horrific future they await them with zamasu and the erasure of their timeline if they lose(if they win zeno will save the timeline from it's fate).When it comes to other future trunks from cell timeline they tell him that he will die for some reason and the timeline will remain completely unprotected if he along with the others lose(he must win if he wants to avoid that fate).Zeno then tells to all of them that they must defeat him in just their base forms and any power ups(including kaioken,fusion)are not allowed.Also anything that it could allow them to win other than their own power itself is not allowed(including spirit bomb,destroying the planet e.t.c).
Then beerus teleports all of them to planet namek when goku had just defeated frieza with the angry Kamehameha.Whis immediately stops the destruction of namek(in some way)and then beerus tells ssj goku that if he doesn't defeat them he is going to destroy the earth and him.Goku promises that he will do everything he can in order to defeat them.Whis heals him completely from his injuries and he is fresh and healthy.So the fight begins and they are ready to fight until either him or them win.For the sake of the scenario goku is as angry as he was with frieza.
Individually they can't defeat him in their base form but if they come up and team up all together against him like here can they or still not?What do you think?
Edit:to avoid any confusion when l say that Zeno will erase their universe if they are defeated because he will see that without God ki and power ups they are powerless it includes z fighters in general and their past shelves which they will fight and their current present ones.Also why to take the saiyans when they had just defeated buu and not bog pre God ki ones it is just because l want it to resolve around the z base saiyans particularly for the sake of the scenario
