Because guys drew them and have no frame of reference beyond "she'd look great with breasts large enough that if they were real she'd fall over and be dragging them on the floor." Gotta' remember, unlike some of us, we can't all just look down and see glorious goodness for reference whenever the mood takes us. We've gotta' put work in and beg and plead until we're red in the face for a little fun time...or draw them...Why do so many anime boobs end up larger than these girls' faces? They may as well be pillows.
