Master Roshi for me. He was an older pervert who was obsessed with boobs and butts. The nose bleeds made it even funnier.
Something like this would not be seen as funny in the real world which is why I think I find it so funny in the world of anime. It is similar to characters in other cartoons like that old man Herbert in Family Guy. How he acts and what he does should be appalled in the real world but in cartoon form, it is funny. I think that is the best form of comedy really. Taking something serious and helping people to just laugh at it, even if for just a short time. Good for stress relief and not allowing yourself to live in a world of fear.

Roshi just made me laugh the most throughout Dragon Ball and into DBZ.
Agreed with Roshi, his over the top antics would not go down well in today's over-reactive society if he weren't already such an established character, but the way he goes about his...umm...interests...is fantastically hilarious. Could also throw Pilaf and crew into the mix. They were annoying a lot of the time (like Pokemon's Team Rocket crap), but did have some funny moments.
Hes based on a character from journey to the west like a lot of other early Db Chars too!
