I'd have to say UI. Not because it's the flashiest, but because it's a culmination of goku as a martial artist, something he achieved without his Saiyan blood. It shows how he has perfected himself as a fighter.

I do like the UI one but for me, it will always be the first time he went Super Saiyan. It can't be topped. It was such an emotional moment. I remember jumping up and being so excited the first time I saw it. Nothing else I had watched before on TV made me get that excited.
If we are talking just talking about design and not the actual transformation process, then I would say Super Saiyan 4. I love the look of it even though GT, as a whole, was not that great.
