Is it really that big a deal? Especially for a 23 year old game that was a product of its time and all restraints that came with it?
Also there were literally 12 months between the release of each Budokai game. I don't think getting all of Goku's possible outfit combinations was in the minds of anyone involved with that decision so much as this was:
