I know that the Scouters have the ability to detect a person's power level/battle power but what I do not know is how do they detect a person's ki yet alone how the technology works. I know that this is Dragon Ball but how do do you believe the Scouters work? And how do they determine a person's power level/battle power? Did they explain it in any of the guides?

I think its some sort of energy kind of like those thermal scanners that show how hot your body is, or something similar.
It's hard to break down scientifically because Ki or Chi is very deeply rooted in Chinese Daoism. Ki is energy but only as a generalization. There are different types of ki such as Genki also known as Vigor or Life energy which is why the Genki Dama or Spirit Bomb is named as such. Goku is taking a little bit of the naturally occurring life energy of living things both man, animal, and plant. It's "good" ki as opposed to "evil" ki or Jaki which comes from malice and evil intentions of people. You can kinda break it down into the whole Ying and Yang thing being two sides of the same coin.
How do Scouters actually register a quantifiable number based upon the read energy output of a specific person? It's detecting energy that's for sure so I assume a sensory device which is attuned to energy that is generated by living beings being alive and moving around and such. Now I want to be specific that it reads output because if you remember Goku spoofed them both during the Saiyan arc and Namek arc because he has fine control over the energy output of his body that it only detected what he wanted it to detect. This became even finer as time went on into the Namek arc. He could probably have had the Scouters they were wearing read a power level of 5 and we're all keenly aware that's complete bull shit.
