So my first theory is that I suspect they may potentially be setting up for him to return. I say this because there's a slight reference to Krillin's ex who only appeared in filler. I know it's a long shot but while playing Sparking Zero in his bio a point is made that he's still out there and ever since I heard that I've been kind of wondering if he's going to return. Which is fine with me as I love the character and I kind of think of him as Gohan's own Freiza. I can absolutely see him going after his family as a form of petty revenge.
Besides what I love about Garlic Jr. is that he doesn't have to be stronger to be a threat. Unlike Freiza he's the type to take hostages and often has a plan. So, in that regard he'd probably set the fight up in his favor. Aside from that I watched video on him, and it states Garlic being able to create a portal to another dimension puts him in a Super tier already. Which I don't really follow but I find a intriguing non the less.
My second theory and this leads to how he might return is that I suspect the Dead Zone might be an incomplete portal to the Demon Realm. So, I figure another way he could return is by finding a way to master it and exit to the demon world. This way he'd have a means to build up his own forces.
My final theory and really this was more for fun, but I like the idea of Pilaf and Garlic being fraternal twin brothers. With Pilaf being the older incompetent brother who inherited everything and Garlic being the one with talent that felt sidelined. This would also be a cool way to focus on Pilaf and flesh him out like Garlic being at the cusp of victory and someone goes to Pilaf and asks if he could stop Garlic if he wanted to but for Pilaf to be too afraid. Then at the last-minute Pilaf turns the portal to the demon realm on Garlic's army and it sucks them all back to where they came from. Then Pilaf collapses from exhaustion.
Another thing I'd like to add is I don't think Garlic Jr. has true immortality. I've suspected this since the saga in Z, I'm not sure if I remember this right but when someone took a head shot at him, he dodged it. I think given the power scaling of the dragons now that this makes sense and it's likely he instinctively knows the limits to his immortality.
Overall if Garlic Jr. does make a comeback, I feel like he absolutely would have a very dark arc and I'd be all for that.
