Imperfect Cell VS Super Saiyan Vegeta

Piccolo with Kami was stronger than both Goku and Vegeta at that one point in the story. I am not sure that Vegeta would have beat him, I would imagine they were close to the same power level but Vegeta may have been slightly below his.
 
Vegeta post 18 fight zenkai boost? 🤔I still think Kamiccolo was stronger. 17 was slightly stronger than 18. He was roughly even to 17 and maybe even a little stronger but 17 wore him down.

Vegeta got a mud hole stomped in him by 18. Maybe the zenkai would have brought him closer to her power level but his pride and most importantly confidence took a big hit so he wouldn't have been as effective in a fight.

If Cell was stronger he would have just absorbed him. Vegeta was likely his equal or stronger. I don't know where it was 'stated' Cell was stronger.
 
Cell was mildly stronger than Vegeta after Ginger Town. This is before he absorbed any humans at all, however.

Cell isn't Majin Buu; he doesn't absorb people for any reason other than to become complete or suck out their life essence. You need only to look at the reactions of everybody and the statements from Android 16 to see that Cell was considered the strongest after Kamiccolo.
