I feel like the power levels meant a lot more back in the Dragon Ball days and early DBZ days but nearing the end of DBZ and heading into Super, it just feels like it has gotten to be ridiculous. I see people arguing about this stuff online all the time as well and I don't think anyone can say they are definitively right or wrong because I don't even think Toriyama knows where the scale is anymore. Things have changed within the canon story as well that were never addressed like heights, body sizes, and so on which is understandable to a certain degree because this is a very long-running anime but c'mon man! (lol)
Do you think it is even reasonable anymore to focus on power scaling for any of the characters? I mean outside of "Oh, he is obviously stronger than Goku because he is winning but OH WAIT! Goku overcame him and is now stronger again this time for some reason yay!".
