Most Underrated Character In Dragon Ball?

Doctor Gero was an asspull though. So were #17, #18, and Cell, but at least they weren't supposed to appear in the Red Ribbon Army Arc. LOL.

True and than newer -guidebooks said he was the leader of RR Which he isnt he had 0 role in that arc!
