This list is meant to be very conservative. A goal of mine here is keep these numbers as low as possible. It has helped me in debates about power levels (Particularly Krillin being a planet buster) to point to, not only the inflated power lists, but my most conservative one as well.
In other words, you could see this list as a "Bare minimum power level" list.
One thing I factored in here that a lot of lists don't is that power levels should drop as fighters become damaged, use ki, and fight for an extended period of time.
Most notably, this made the numbers for Frieza and SSJ Goku MUCH lower than other lists put them, setting a precedent for the numbers in the following arcs to be much more grounded.
Because of that, howevet, some of my numbers start higher than usual and END lower than usual. For instance, I start Raditz at 1500 when most lists put him at 1,200, but this makes sense when you consider the damage, energy used, and stamina drain he takes throughout his fights.
I wanted to go into Super, but I ran into difficulty gauging power with its scaling inconsistencies.

At this point, I have to explain why my numbers are going to seem quite low. See, my numbers for this saga started out a bit higher, but I ran into a dilemma that made me realize that they needed to come down... a lot.
That is that I refuse to believe that Piccolo made such extreme gains enough to do so well against Android 20. That said, the power of Androids 19 & 20 needed minimized to the furthest degree that could make sense.
I did by making some pretty serious assumptions about judgements made by Piccolo & Vegeta. More specifically, I need to assume that Piccolo and Vegeta don't have a very accurate recollection of Goku's power level when he returned vs when he fought Android 19. Basically, Goku's power level must have been WAY down from the virus and Piccolo didn't realize it.
I also decided that I shouldn't take the Frieza Force scientists claim that Frieza was going to be stronger than before. In fact, I like to believe that he was quite a bit weaker.
I know that contradicting direct statements from characters is a bit blasphemous, I think it's more silly to work around Piccolo gaining to 400 million from 400,000 in just under two years.
This method takes that down to 100 million, but I have one more assumption to make that make sense. That is that he did learn Kaioken, but probably wasn't very good at it, so he didn't plan on ever using it until Android 20 made him want to risk it all. So that mixed with a rage boost got him to the 100 million.
That may be venturing into head-canon, but I'm merely trying to make it make sense and Piccolo being 100x or even 25x stronger than base Vegeta makes the least sense of all.

---Buu Saga---
One big thing I'm going to do in this saga is assume that the peak saiyan base is 60 million. Why? Well, it helps Goku's statements about relucting to back into the HTC. Goku knew his mortal body had hit its absolute limit. So while that limit may get raised from time to time for special gains, the general assumption will be that that is the normal limit obtained through training. From this point on, I believe their focus was maintaining that condition, pushing their transformation limits, and perfecting their fighting techniques.
This also helps another aspect make PERFECT sense: Vegeta's extreme disappointment in Gohan's power. Because well, Vegeta doesn't really understand that Gohan also got a huge rage-boost in power on top of his SSJ2 transformation. That said, Vegeta still aspires for that 30 billion peak that Gohan achieved. He's not just frustrated that Gohan has gotten weaker and struggling against Dabura, but also the realization that Gohan is no longer a suitable rival to aspire him to push himself further.
Also, in order for Vegeta to be impressed by Goku vs Yakon, Goku needs to have surpassed this 60 million limit by training with an overworld body.
Then you have Goku complimenting Majin Vegeta during their fight. It makes no sense for Goku to give this compliment the way he did with the wording he used if it was based on power gains, since the power gain Vegeta had would easily be attributed to Bobbidi's spell. No, Goku was complimenting Vegeta's gains in skill, technique, ki control, etc. I think that further supports that post-Cell training was technique & skill focused, rather than power gain focused.
Lastly, just like the issue of Piccolo vs Android 20, I have to downplay one particular scene to make sense of the power scaling around Gotenks. That scene is base Gotenks vs Fat Buu. If I put base Gotenks at any comparable level to Buu and give him the x800 SSJ3 multiplier, that puts him in the trillions, which then bloats the other numbers for Mystic Gohan & Super Buu equally. I'm sorry, but I'm not going to let this scene suggest that Super Buu is 250x stronger than SSJ3 Goku. I'd rather believe that this scene is far less indicative than meets the eye and assume that Buu was suppressing most of his power.
I am also going to handle the "Trunks lands a punch on Vegeta" and "Android 18 has a hard time against Trunks" scenes the same way. After all, Goten was absolutely blown away by SSJ Gohan's power. This means that, at most, Trunks could be half as strong as Gohan and I'm not even going to give him a fraction of that much. I've decided to make the fusion muliplier x10 and work it out from there.

---Buu Saga---
One big thing I'm going to do in this saga is assume that the peak saiyan base is 60 million. Why? Well, it helps Goku's statements about relucting to back into the HTC. Goku knew his mortal body had hit its absolute limit. So while that limit may get raised from time to time for special gains, the general assumption will be that that is the normal limit obtained through training. From this point on, I believe their focus was maintaining that condition, pushing their transformation limits, and perfecting their fighting techniques.
This also helps another aspect make PERFECT sense: Vegeta's extreme disappointment in Gohan's power. Because well, Vegeta doesn't really understand that Gohan also got a huge rage-boost in power on top of his SSJ2 transformation. That said, Vegeta still aspires for that 30 billion peak that Gohan achieved. He's not just frustrated that Gohan has gotten weaker and struggling against Dabura, but also the realization that Gohan is no longer a suitable rival to aspire him to push himself further.
Also, in order for Vegeta to be impressed by Goku vs Yakon, Goku needs to have surpassed this 60 million limit by training with an overworld body.
Then you have Goku complimenting Majin Vegeta during their fight. It makes no sense for Goku to give this compliment the way he did with the wording he used if it was based on power gains, since the power gain Vegeta had would easily be attributed to Bobbidi's spell. No, Goku was complimenting Vegeta's gains in skill, technique, ki control, etc. I think that further supports that post-Cell training was technique & skill focused, rather than power gain focused.
Lastly, just like the issue of Piccolo vs Android 20, I have to downplay one particular scene to make sense of the power scaling around Gotenks. That scene is base Gotenks vs Fat Buu. If I put base Gotenks at any comparable level to Buu and give him the x800 SSJ3 multiplier, that puts him in the trillions, which then bloats the other numbers for Mystic Gohan & Super Buu equally. I'm sorry, but I'm not going to let this scene suggest that Super Buu is 250x stronger than SSJ3 Goku. I'd rather believe that this scene is far less indicative than meets the eye and assume that Buu was suppressing most of his power.
I am also going to handle the "Trunks lands a punch on Vegeta" and "Android 18 has a hard time against Trunks" scenes the same way. After all, Goten was absolutely blown away by SSJ Gohan's power. This means that, at most, Trunks could be half as strong as Gohan and I'm not even going to give him a fraction of that much. I've decided to make the fusion muliplier x10 and work it out from there.
