OG dragon ball question

Just rewatch OG dragon ball and something bugging me... Maybe someone knows the answer...

The dragon balls where not well knows outside of the magic/high martial arts/gods community (baba,korin,roshi knows about tham) , i mean that the regular man didnt know what they are, and the legend of tham...
Then suddenly we see ppl that know about that, develop a radar and hunting for them all at the same time:
Emperor pilaf - not really an emperor but clearly have resources and money
Red ribbon army- a organisation with resources and money
And bulma- a very rich woman with resources...

Why suddenly in a very short time all this very rich and powerful ppl learn of the dragon balls and had the knowledge to build radars?
Did somebody that in the know decide to go to all the super rich ppl and tell them??
Cant be a coincidence that in such a short time they all suddenly know...

Can anyone help me? Really sitting in my head rent free for days....
 
It's not explained, and Toriyama obviously never felt it important to clarify.

Best guess is the legend was written in a book or something and Bulma found it at her local library.

She says she found one in her house, and did a lot of research on it. Later she found out about the story of the Dragon Balls and how they can summon Sheron and grant any wish. It is explained somewhere.
