I don't even know if it was a legal thing so much as a farm thing. My ex-wife's grandfather made her father put down his own dog as a child because it killed some sheep.Something about her needing to put her dog down due to laws around it. I think it was killing livestock or something. Instead of taking it to a vet to be put down, she just shot it. So they made a running joke about it in this episode. I was not prepared for this. lol
It is normal for farms but in today's world, people expect a more humane approach i.e. taking to a vet to be put down. That is what I think people had an issue with. They did pull the episode they had already been making. I think it likely had Cartman continuing as Charlie. Even if it was nothing bad, they don't want to keep doing it cause of how loony people are right now.
