No to both.

Bardock's only thing was leading a charge against Frieza (that failed). It takes more away from what coherent story we still have by giving him transformations for fan-service. Bardock was someone who may have been a scrappy fighter (only taking in canon, not the TV special) but he was still a nobody. To the point Frieza was like "oh yeah, this guy looks like the guy that tried to fight me and failed spectacularly".

Trying to make characters like Bardock more "special" by giving them more fan-service ironically makes them less special for that reason.
 
The Super Saiyan Bardock movie was an atrocity. Better for it to be forgotten about.
