Had I witnessed this, I would have chased this PoS down and beat him within an inch of his life.

EDIT: Based on the description... I am thinking you are right about him not being a legal citizen. They have no way of tracing him either if the vehicle wasn't even registered which I am assuming it was not if he left it and fled. Maybe some family ties will get him busted.

With any luck the car will have some kind of information in it, wallet, piece of mail, anything, and it can be traced back to the person that did it. They need to catch up and make an example out of him.
