Toei Should Be Ashamed

Those rescans look really good. I don't know why they don't just overhaul this for the modern day. If they put in the time, money, etc. it will sell like hotcakes.

I don’t know why you’re surprised. Toei basically rereleased a poorly edited version of the original Z Anime under the name of Kai and rereleased the Boo Saga in Kai almost unedited.
