DB: Staff Officer Black taking over for Commander Red. Seemed very token 
DB/Z/GT: Raditz. He's just here to announce that Goku's an alien with a strange name, get beaten, and introduce the real villains of the first act. Then he's nothing.
Movies: I think this one's close between Bojack and Bio Broly. A space pirate or a pile of goo that was once an LSSJ...meh.

I think King Pilaf tops everyone, he's both weak and not very bright.
I forgot about him. He was awful. Should have stuck to going after Trix. Silly Rabbit.
