Tom Holland's the best, though in fairness it's been at least I decade since I've seen the first two Raimi films (I saw the Spider-Man 3 a few years back and that doesn't do Tobey any favours, that movie's better as out of context memes). Tobey always felt like a great Peter Parker but not necessarily a great Spider-Man, but maybe that's just a faulty memory. Andrew Garfield had sort of an opposite problem, I thought he was a better Spider-Man but a worse Peter Parker. Tom Holland I think embodies both sides a lot better, he's got the more awkward nerdy Peter Parker side down that Andrew Garfield was too hot model coolboy to pull off convincingly (I also can't remember the script ever giving him stuff to work with in that direction tbf) but he's got the energetic quip-a-minute never shuts up side of Spider-Man that Raimi's films never illustrated. And in fairness, Raimi's films, at least Spider-Man 2, does do a great job at capturing the sense of sacrifice and responsibility of being Spider-Man really well, at least from what I remember which is definitely as aspect of Spider-Man's character, but Holland's films capture that too. But I haven't seen them in a long time, so maybe upon a revisit I'd change my mind, but I doubt it, I think Tom Holland is heads and shoulders the best live-action Spider-Man.
Into the Spider-Verse is the best Spider-Man movie though, and is at least my second favourite movie.
