When he fought Kefla, Goku was surprised by how good Gohan was doing and it was noted by Krillin that he could be possibly surpass Goku if he devoted himself to training considering how quickly Gohan managed to power up in preparation for the tournament. Frieza doesn't have that issue, it was out-right stated that he never really trained and obviously his power wasn't decreasing during his rule like Gohan does, and now that Frieza actually put the effort in, I doubt his power's going to drop.</p><p></p><p>With that considered, I think Frieza wins unless Gohan knows in advance he has some life or death battle against Frieza coming up, having time to build up his power again.</p></blockquote><p></p>
