Dragon Ball GT Why didn't Pan ever achieve Super Saiyan?

His hair spiked more, for sure, even though it was already spikey. Either way...GT would have done well to make Pan go SSJ and make her less of a naggy, whiney, bish.

I actually do have faith that Pan is going to rock in Super going-forward. The very end of Z presented her very well, and the filler episodes in the anime have kind of made her a big deal with her learning how to fly and the whole power baby stick. I imagine Pan's going to stick on this trajectory of being basically an awesome female Kid Goku of sorts. I would already say Pan has done better in Super than GT tbh.
