Are Saiyans Inherently Evil?

I don't know. Maybe. Psychopaths are born with some different brain structures regarding the area that regulates empathy feelings, so the Saiyans' brains anatomy ought to be different. Maybe not "evil", I think aggressive would be a better word.

Saiyans are a complicated matter. You can eventually be born in evil to the point where it's instinctual given that your ancestors were taught such wicked ways. But, if one or a few of your kinsmen were to follow a altruistic path and rear their offspring to do the same and have their kids follow suit, then you can have a people who live in a morally righteous way.

It all depends of the nurturing and the nature of where the children or offspring grows up in.

This was proven by Goku, the hybrid children, and Broly in some cases along with the God Tribe of Ancient Saiyans.

I don't know if it matters at this point but Goku was wild and angry before he got a nice hit on the head and then he became loving and passive, somewhat stupid and clueless as well. Had he not hit his head, I would imagine he would have been more aggressive and likely would have ended up living in the woods somewhere and killing a bunch of people every fullmoon.

Fair enough. But think of it this way, humans can also be inherently naughty as children if they do what they want without any sort of punishment or consequence to their actions. Mind you, even as kids, they are aware of what they are doing at some level. Not from a grown perspective, but know that it's wrong. And wrong things can feel good. We wouldn't do bad things if it hurt us.

There is a chance he could have changed by watching how people interact with each other on earth but without a close relationship who knows where he would have ended up. I think Gohan would have continued to work with him even without the head injury. He still has that fighting urge in him even though he is considered kind and passive.
