During the battle against Cell in DBZ, Goku said ”Power comes in response to a need, not a desire. You have to create that need.” leading up to Gohan reaching Super Saiyan.
However, this is only spoken in the dubbed version and not original Japanese version nor the manga.
Goku reaching Ultra Instinct seemed to have almost been a fluke. No one expected it and it seems not even he understood what it was... However, it does line up with what he mentioned.
Knowing Ultra Instinct is something anyone can obtain (not just Saiyans) would this mean it came out of need in the battle, or his constant desire to be stronger? I mean the whole thing is basically a skill level achieved by means of moving without thinking, essentially training the body so well, it reacts on its own conserving (like a cut scabbing over and healing without needing to think about it happening) maximum power levels.
