Gotenks IMO, but Hercule is a close 2nd.

Gotenks. The fusion of the two most annoying characters in the series, who went Super Saiyan as children, something Goku, Vegeta, and Gohan all took years to accomplish. To top it off, he's hundreds of times stronger than SSJ3 Goku (if you do the math) in just his base form, without doing any real major training in the Room Of Spirit And Time. I mean, fans say Gohan is a disappointment in the Boo Arc, but if that's the case, then Gotenks, Trunks, and Goten are all trash by comparison.
