Basically think of them like Puerto Rico, U.S.V.I., or Guam, any person born there is a U.S. citizen by birthright, but if I were to move there then I instantly become disenfranchised. Much like taxation without representation, you can't vote in federal elections without an accompanying representative body. Why does one party push so hard for statehood for some or all of these places? They know they'd get millions of citizens to vote for them, two guaranteed senators and one seat in the House. "More Senators, please!"As for your proposal of shrinking D.C. and just leaving the National Mall and the Hill as the federally regulated areas, problem is that can't just come from the top down at the federal level. That violates the rights of two states who would have to each unilaterally vote on and approve absorbing their respective sides of the territory. That'll happen when the sun explodes.
